Madam Kiyoko Ogawa Scholarship

On 05 May 1999, the Madam Kiyoko Ogawa Scholarship Fund was officially launched. At the inception a sum of Rs. 6 million was donated by Madam Kiyoko Ogawa and an agreement was signed between the Madam Ogawa advisory members and nominees of JASTECA to implement this scholarship under a "Trust" formed in JASTECA.

The main objective of this project is to award scholarships to clever students of under-privileged parents living in remote/difficult areas of Sri Lanka. Such students who have performed well at the GCE (O/L) examinations are granted a monthly financial award amounting to Rs. 2,000 for a period of 24 months to pursue their studies up to the GCE (A/L) examination.

Criteria considered in selecting scholarship recipients:

  1. Student should have obtained higher grades at the GCE (O/L) Examination.
  2. Student who has lost both or one of his/her parents
  3. Number of the school attending siblings (brothers & sisters)
  4. Student who has achieved reasonably higher results and his/her parents have no employment or adequate income.

The applications are called through the Principals of the schools and the Zonal Director of Education of the area in the selected area. The Grama Niladhari of the area must certify the Economic and social status of the applying students.

Annual Madam Kiyoko Ogawa Scholarship Programme 2025
Japan Sri Lanka Technical & Cultural Association ‘JASTECA’ is the Sri Lankan alumni association of the Association of Overseas Technical Corporation and Sustainable Partnerships ‘AOTS’ Japan. We manage the Madam Kiyoko Ogawa Scholarship Trust, which has invested capital, and the interest is used to fund scholarships annually.

Madam Kiyoko Ogawa Scholarship Programme supports underprivileged but bright students from remote areas in Sri Lanka who obtain good results at the Ordinary Level Examination and thus qualify for the Advanced Level.

We have in the last 23 years awarded 587 scholarships in 16 Districts in Sri Lanka. The selection of schools is through the Zonal Education Director of the Ministry of Education. The Principals of the schools identified select the students who are eligible to apply for the scholarship.

For the period 2025/26 we have selected the Vavuniya District which has a good demographic mix with some remote & under-developed schools, where the students are from financially challenged families. The scholarship provides Rs. 5,000/- per month for 24 months to each student paid into a Savings Account opened in their name. Additionally, donations such as Stationery, Exercise Books, Dress/Shirt/Trouser Materials, School Bags, Dictionaries, Dry Rations such as Rice, Tea, Sugar, Milk Powder, Vitamins etc. are accepted.

This scholarship goes beyond financial aid—it provides hope, inspires dreams, and eases the burdens on their families, paving the way for a brighter future.

Madam Kiyoko Ogawa Scholarship Awarding Ceremony 2023
The 23rd Madam Kiyoko Ogawa Scholarship Awarding Ceremony was held successfully on Sunday the 17th of September, at Kosgahakanda Maha Vidyalaya, Deraniyagala.
The occasion was graced by the presence of; 1. President of JASTECA, Mr. Chandana Amaratunga, 2. Chairman of Madam Kiyoko Ogawa Scholarship Subcommittee, Mr. Parakrama B. Jayatissa, 3. First Secretary (Financial Attaché) of the Embassy of Japan in Sri Lanka, Mr. Takafumi Nakanishi. And many distinguished invitees of JASTECA and Regional / Zonal Education sectors. Organized by JASTECA for the 23rd occasion with the kind sponsorship by Madam Kiyoko Ogawa of Japan, the scholarships were awarded to 25 students from 11 schools in Deraniyagala Education Territory, in order to pursue their Advanced Level studies despite their financial challenges. Astron LTD, Ariya Foods, Atlas Axillia Co. (PVT) LTD, Ceylon Biscuits Limited, Farmchemie (PVT) LTD, Rainco (PVT) LTD, DIC Lanka, Sri Lanka Telecom are few of the many corporate donors who contributed material and cash donations to make this noble event a great success.

We, the Japan Sri Lanka Technical & Cultural Association, (JASTECA) are the sole Alumni Association of The Association for Overseas Technical Cooperation and Sustainable Partnerships (AOTS), Japan in Sri Lanka. Our Association is formed of returned trainees from scholarship programs offered by AOTS. Thus, the returned, enlightened trainees are eligible to become members of Japan Sri Lanka Technical & Cultural Association (JASTECA).
