In Association with The Association for Overseas Technical Cooperation and Sustainable Partnerships (AOTS) JASTECA secures Japanese scholarships for Management, Entrepreneurial and Leadership training programs for Sri Lankans. Over 3500 scholarships were awarded in 3 decades offering in depth workshops with direct on-site exposure in top Japanese factories such as Toyota, Nissan.
With a view to promoting Japanese Techniques of Management and work ethics, JASTECA organises and conducts national competitions in 5S, Kaizen and Corporate Social Responsibility (CSR) culminating in the annual "JASTECA AWARDS".
JASTECA Institute of Management (JIM), the training arm of JASTECA, seminars on varied managerial topics and soft skills.
Japanese Language Education Association (JLEA) conducts regular classes in Japanese Language to Sri Lankan youth and conducts the bi-annual International Japanese Language Proficiency Tests (JLPT) on behalf of the Japan Foundation, Japan.
JASTECA endeavors to inculcate among Sri Lankans the world class Japanese standards of quality & productivity and strives to provide a forum for continuing professional development and social networking to its alumni.

We, the Japan Sri Lanka Technical & Cultural Association, (JASTECA) are the sole Alumni Association of The Association for Overseas Technical Cooperation and Sustainable Partnerships (AOTS), Japan in Sri Lanka. Our Association is formed of returned trainees from scholarship programs offered by AOTS. Thus, the returned, enlightened trainees are eligible to become members of Japan Sri Lanka Technical & Cultural Association (JASTECA).

Mr. Mangala Samarajeewa joined JASTECA Executive Committee in 2008 and holds a BSc (Eng.) in Electronics and Telecommunications from the University of Moratuwa, Sri Lanka and holds a Master of Business Administration (MBA). He is a Chartered Engineer and corporate member of the Institute of Engineers, Sri Lanka. Chief Innovation Officer of SLTMobitel at present. As a professional in the telecommunication industry, he has participated in many overseas trainings, seminars, and various forums organized by international training institutions, top-ranking telecommunication service providers, and reputed telecommunication equipment manufacturers as well as management programmes conducted by AOTS. He has proven excellence in the management of technology and programme management as a senior manager. His major achievements are leading the implementation of the National Broadband Network (i-Sri Lanka Programme), Lanka Government Network (LGN) and the SEA-ME-WE-5,6 Submarine Cable Systems. He has overseen the operations of the Field Services Projects Unit in SLTMobitel for fast deployment of the network in the Northern and Eastern Provinces of Sri Lanka and also held a range of positions in operations and maintenance of the SLT network at the regional level. He has also sponsored the National Fiberisation Programme and initiated the accelerated fiber network development programme. He served JASTECA as an Assistant Secretary, Assistant Treasurer, Joint General Secretary, General Secretary, Vice President & Senior Vice president and initiated and conducted various projects and programmes in JASTECA. He was the Former Secretary General of the South Asian Federation of AOTS Alumni Societies (SAFAAS) in 2015-2017.
Mr Chandana Amaratunga, with a distinguished career spanning the printing and packaging industry, he brings a wealth of expertise as a Printing and Packaging Specialist. His journey includes achieving the esteemed title of Master Printer from the London College of Printing, U.K., and membership in the Institute of Printing, U.K. As the proprietor of Print Collection, he has fostered innovation and quality within the industry. He has also served as a former Secretary of the Sri Lanka Association of Printers and contributed as a Visiting Lecturer at the Sri Lanka Institute of Printing. Beyond his professional endeavours, He actively engages as an Executive Committee Member of the Classic Car Club of Ceylon and as Treasurer for the South Asian Federation of AOTS Alumni Societies (SAFAAS). He has held pivotal roles in the Japan Sri Lanka Technical & Cultural Association (JASTECA), including General Secretary, Vice President, and Senior Vice President. He is recognized as a certified instructor on 5S & Kaizen Management within the organization.
Nirosh De Silva is a distinguished professional in Human Resources Management, currently serving as the General Manager HR & Administration at Texlan Center (Pvt) Ltd. He is a Chartered member of CIPM and a certified ISO Auditor (IRCA, UK). Nirosh has extensive experience, having formerly held the Group Head of HR & Administration position at Emerald International (Pvt) Ltd. He was recognized as the HR Professional of the Year in 2015 at the NHRC. Nirosh excelled academically, topping his Higher Diploma in Labour Law and Industrial Relations batch at the National Institute of Labour, Ministry of Labour (NILS). He holds an MBA from Canterbury Christ Church University, UK. His career is marked by significant contributions to human resources and administrative management, strategic policy development, and fostering continuous organizational improvement.
Head/ General Manager - HR & Corporate Sustainability, Kelani Valley Plantations PLC (Hayleys Plantation Sector).A Specialist and Senior advisor in Human Capital Management as well as Sustainability and a Senior Industry expert in the Plantation industry by Profession counting more than 24 years of experience. Higher education starts with a B.Sc. (Agri.) honours degree with a second upper class from the Faculty of Agriculture, University of Peradeniya, Sri Lanka, in year 1999. Completed MBA specializing in HRM from Faculty of Graduate Studies, University of Sri Jayewardenepura, Sri Lanka in the year 2010. Currently studying for a PhD from Post Graduate Institute of Humanities and Social Sciences (PGIHS), University of Peradeniya. Steering Committee Member in the United Nations Volunteers (UNV) network. HR & Sustainability Expert in the Netherlands- Sri Lanka Agroforestry mainstreaming project in Plantations and key member in 2023 – 2026 National Tea Strategic Planning committee. Received the following individual awards as international recognition for the contribution towards organizational performances through sound Human Resource Management practices as well as commitment towards driving strategic organizational vision towards UN Sustainable Development Goals for the 2030 agenda.
A visiting lecturer in leading state and private sector universities with research interests in Strategic HRM and Sustainable Knowledge Management, Knowledge value creation and sustainability. Presented more than 8 research papers to International Research Conferences and published more than 12 research articles in international indexed journals.
Mr. Tyrell Roche is presently the Director and CEO of Tibro Capital (Pvt) Ltd, a firm established with a vision to enhance client wealth and governance and specializing in financial consulting and investment advising. Mr. Roche is a Chartered Accountant and a Chartered Management Accountant by profession. He is the Former CFO of Lanka Tiles PLC. He has over 25 years of management experience in multinational and blue-chip companies. Mr. Roche holds a B Sc in Mechanical Engineering from the University of Moratuwa, Sri Lanka and an MBA from the University of Derby, United Kingdom.
